Tool supplies quest

Is the new tool supplies quest gated by some sort of time cool-down or just randomized? The first two times I got the quest and completed it (first carpentry, then blacksmithing) I received it the first time I worked in each workshop, but now I can't get it again, despite working in each of those two workshops several times. Do I need to wait a certain amount of time before being able to do it again?

Each time you complete the quest in a workshop it becomes more difficult to unlock the quest again.
The chance varies for each workshop differently so if you complete Carpentry, it becomes more difficult to unlock the quest again while doing Carpenter work, but the chance of the other workshops remain unaffected.
