Providing Tool Supplies

Is it random when Bandalf asks you to make another tool? Is it influenced by the amount of times you have worked at your tool or by the stamina used?
In other words, is it hurting my chances to get the quest again by using over 300 stamina at once rather than 10 at a time?

Each stamina spend there's a chance to unlock the quest. It doesn't matter if you spend 10 x 30 stamina or 300 stamina at once. The chance decreases each time you completed a quest for Bandalf from that particular workshop. At a certain point, that chance stops decreasing, so it doesn't decrease into infinity. The chance to unlock the quest is also per workshop, so doing 5 Alchemy tasks, will NOT affect your chances for the other workshop requests.

Of course right after reading this I spend stamina in the workshop and get the quest
