In the dozens of attacks I made, not one had a physical damage mitigation. I have 56 resist skill. It must be bugged.

I had at least one that said something like "your skin is too tough"

I have had several today. Odd that yesterday I had zero.

With a 56, you'll have a 11.2% chance each attack to avoid getting damage due to your Tough Skin. It seems to work fine according to the game.
