Bug with the tax required to hire The Scare Crow

In Camaar, the tax on followers is 5b per day.

When I go to hire the Scare Crow, the total cost to pay is:
Total cost to pay: 5 Life-points
Tax to pay to town: 10 Bronze

Why is the tax double what the town's rate?

EDIT: Think I figured out what might be happening.
Didn't read the success message the last time I hire him:

The Scare Crow temporary improves your Sowing Skill with 20 points. The Scare Crow costs 5% of your maximum Life-points for 1 day.
Success!
You have hired The Scare Crow for 2 days!
You gave her one of your Wheat Bags. In addition, 10 Bronze has been added to your tax tab!

Looks like its mixed up with Babe the Ox.

Even though the success message mentions 2 days, it only stays around for 1 day, as it should.
And it does take life instead of wheat.
