Jail's could possibly be used by both sides so having one might not always be such a good thing.

I want to test out the jail, but not sure if being town leader and getting arrested is a good idea..

How does one go to jail anyhow?

Well, you wouldn't be able to access your offices for about 4 days, your 2nd leader can still run the town. Simply fight the guard while you owe debt to the town and let the guard defeat you. Instead of being sent to the hospital with 0 health you keep 1 health and are sent to the jail.
