I just got two achievements simultaneously (completing the Delayed Logistics quest gave me the achievement for that, and the +5 Milling gave me a skill-based achievement). I couldn't close the achievement notification pop-up. It's obviously difficult for me to reproduce, and I expect it doesn't happen very often, but just thought I'd report it.
